HIPAA Security Rule

The part of HIPAA that sets the requirements for protecting electronic patient data.

What Is the HIPAA Security Rule?

The HIPAA Security Rule is the part of HIPAA that establishes national standards for protecting electronic protected health information (ePHI). It requires covered entities and business associates to put administrative, physical, and technical safeguards in place to keep patient data confidential, secure, and available. In short, it defines how healthcare organizations must protect the electronic health information they handle.

How It Works

The Security Rule focuses specifically on electronic protected health information, unlike the HIPAA Privacy Rule, which governs how patient information can be used and shared more broadly. The Security Rule organizes its requirements into three types of safeguards.

Administrative safeguards are the policies and processes that manage security, including the required security risk analysis, workforce training, and access management. Physical safeguards protect the physical systems and facilities where ePHI lives, such as controlling access to servers and devices. Technical safeguards are the technology-based protections, including encryption, access controls, audit logging, and authentication.

A key feature of the rule is that it is designed to be flexible and scalable. It does not dictate exact products, but requires organizations to implement reasonable and appropriate safeguards based on their size, resources, and risks. The foundation of compliance is the security risk analysis, which is also the single most frequently cited deficiency in enforcement actions.

Why It Matters

The HIPAA Security Rule is where most healthcare cybersecurity obligations actually live, and where organizations most often fall short. It is enforced by the HHS Office for Civil Rights, and failing to meet its requirements is a leading cause of HIPAA penalties. For any organization handling electronic patient data, understanding and meeting the Security Rule is the core of protecting both patients and the practice.
